Jammu and Kashmir orders fresh probe into Budgam R&B procurement

The Government of Jammu and Kashmir has constituted a new Inquiry Committee to investigate alleged unauthorised purchase of equipment by the former Executive Engineer of the Public Works (Roads and Buildings) Division in Budgam district. The panel supersedes the committee formed under Government Order No. 245‑PW(R&B) of 14 August 2024 and has been instructed, following advice from the Finance Department (U.O. FD‑Code/406/2026‑12‑81 dated 6 July 2026), to submit its findings within 21 days.

The inquiry will review official records, verify the circumstances of the purchases, and identify officers responsible for any breaches of budgetary provisions, approval procedures or codal procurement rules. It is linked to contempt proceedings in CCP No. 207/2022 (WP(C) No. 1192/2021, M/s New BT Enterprises vs UT of Jammu and Kashmir). Any change in posting of committee members will not relieve them of their duties, ensuring the investigation proceeds without interruption.
