Jammu and Kashmir reports 113 stalled development projects

The Jammu and Kashmir government has reported significant delays in developmental projects across the region due to legal, regulatory, and administrative hurdles. In a written reply to the Legislative Assembly, officials stated that 113 projects valued at Rs 245 crore are currently stalled by court cases and pending decisions from competent authorities.

The Roads and Buildings Department faces the highest number of stalled works with 54 projects, followed by 12 in the Jal Shakti Department and 10 in Higher Education. Major urban centers such as Jammu and Srinagar each have 13 projects under status quo, while Anantnag district has 11.

In Baramulla town specifically, 14 projects worth Rs 24.62 crore are under execution, though only three have been completed. Delays in Baramulla have been attributed to site-specific issues, security concerns, and inter-departmental coordination. For instance, a proposed multi-level car parking facility has been delayed by land transfer processes and the need for forest department valuations of trees on site. Additionally, construction of entry gates has faced local resident objections and technical modifications required by the Border Roads Organisation.
