Jammu Crime Branch files chargesheet in 17‑year‑old RTO revenue fraud

The Crime Branch in Jammu filed a chargesheet in the court of the Additional Sessions Judge (Anti‑Corruption) concerning a revenue fraud case at the Regional Transport Office (RTO) Jammu that dates back to 2009. Investigators said the scheme involved manipulation of one‑time token tax records and the issuance of fake Public Service Vehicle (PSV) driving certificates, resulting in a loss of more than Rs 12.97 lakh to the government.

The probe identified Kulbhushan Sharma, managing director of Shivam Institute of Driving and Maintenance, and a person named Raj Kumar as the principal conspirators who prepared the counterfeit certificates. Beneficiaries reportedly never attended the mandatory training, and records at the institute were destroyed to hide the fraud. Evidence included seized documents, witness statements and forensic analysis by the Forensic Science Laboratory in Jammu.
