Jammu NIA court declares Pakistan-based militant a proclaimed offender

A special NIA court in Jammu has declared Mushtaq Ahmad Mir, a Pakistan-based militant, a proclaimed offender in connection with a 2022 terror-funding investigation. Mir, a resident of Rajouri district who crossed the Line of Control in the mid-1990s, is believed to be operating from Pakistan or Pakistan-occupied Kashmir.

The investigation alleges that Mir is linked to the Al-Huda Education Trust (AHET) and the banned organization Jamaat-e-Islami (Jammu and Kashmir). The NIA claims that AHET continued to channel funds to the outlawed group even after it was banned in 2019. The court issued the proclamation under Section 84 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) after Mir failed to respond to summons, non-bailable warrants, and public notices.

This ruling follows a similar recent order by Special Judge Prem Sagar, who declared Nazir Hussain, another Pakistan-based accused, a proclaimed offender in a separate cross-border grenade-smuggling conspiracy.
