Japan addresses school bullying and student truancy through new guidelines

Recent developments in Japanese education highlight ongoing challenges regarding school bullying and student truancy. In Sapporo, the Board of Education reported ten cases of bullying investigations following the implementation of new guidelines that require reporting after three to five consecutive days of absence.

Legal and systemic shifts are also occurring. A district court recently recognized negligence in a case involving a teacher’s unreasonable reprimands, marking a step forward in addressing teacher harassment. Meanwhile, discussions regarding truancy are shifting from a focus on returning students to traditional classrooms toward guaranteeing individualized education tailored to specific needs, such as developmental disabilities or bullying recovery.

Educational institutions, including Nakijin Village Amabito Elementary School, continue to emphasize fundamental philosophies for bullying prevention, defining it as any physical or psychological act that causes mental or physical distress to a student. These policies stress that preventing bullying requires proactive cooperation between schools, parents, and the local community to ensure a safe environment for children.
