Japan approves legislation to cut food consumption tax to 1%
The Japanese government has approved legislation to reduce the consumption tax on food from 8% to 1% for a two-year period starting in fiscal 2027. To complement this, the administration of Prime Minister Sanae Takaichi will introduce a benefit program for low- and middle-income workers, effectively aiming to reduce the food tax burden to zero.
The initiative is expected to cost approximately 10 trillion yen across fiscal 2027 and 2028. Finance Minister Satsuki Katayama stated that the government intends to fund these measures without issuing new deficit-financing bonds, though specific details on funding remain under discussion. To cover potential gaps, the government is reviewing existing subsidies, funds, and tax incentives.
Prime Minister Takaichi noted that the tax cut is estimated to reduce household financial burdens by roughly 36,000 yen per citizen. The government also plans to secure local tax grants to compensate for revenue losses at the municipal level and is considering support for the agricultural and food sectors. The legislation is expected to be submitted to the Diet for enactment by December 12.
