Japan AI training dataset market projected to reach $1.57 billion by 2036

Japan's AI training dataset market is poised for significant growth, driven by the expansion of generative AI, large language models (LLMs), robotics, and industrial AI applications. According to a report by Survey Reports LLC, the market was valued at $133.7 million in 2025 and is projected to reach $1.575 billion by the end of 2036, representing a compound annual growth rate (CAGR) of approximately 25.8%.

Government-led initiatives are central to this ecosystem. The Digital Agency is developing a nationwide 'Government AI' ecosystem, aiming to provide approximately 180,000 government employees with access to a secure AI environment by fiscal year 2026. This includes the creation of common government datasets and the conversion of public information into AI-ready formats.

Additionally, the Ministry of Economy, Trade and Industry (METI) is utilizing the GENIAC program to bolster generative AI capabilities. In 2026, METI selected several research and development projects focused on making manufacturing and industrial data AI-compatible, including support for foundation models for robotics. The increasing focus on domestic foundation models is also driving high demand for high-quality, culturally contextualized Japanese language datasets.
