Japan bicycle fine system faces challenges six months after implementation

Six months after the introduction of the ‘blue ticket’ system, which imposes fines for various bicycle traffic violations in Japan, authorities report ongoing safety concerns. In Tokyo, nearly 3,000 violations were recorded between April and September 2026, with the most frequent offenses being failure to stop at intersections, entering railroad crossings, and running red lights.

Despite the new regulations, dangerous behaviors such as riding while using smartphones or wearing headphones persist. Additionally, over 90% of bicycle users surveyed expressed feeling unsafe while riding on roadways. To address this, the Metropolitan Police Department plans to investigate repainting approximately 1,700 kilometers of yellow center lines to white lines in Tokyo to allow safer overtaking by motorists.

Parallel discussions are underway regarding rules for transporting children. While parents have requested that the age limit for riding with children on bicycle seats be extended beyond preschool age, authorities are weighing these requests against safety risks, noting that larger children can cause instability and accidents.
