Japan bicycle fine system reveals rule misunderstandings and safety concerns

Following the April 2026 introduction of the ‘blue ticket’ (traffic fine) system for bicycles in Japan, surveys reveal significant public misunderstanding of traffic rules and concerns regarding road safety.

A study by Mitsui Sumitomo Insurance found that over 70% of respondents mistakenly believe that bicycles riding on sidewalks must travel in the same direction as motor vehicles to avoid violations. However, according to the Metropolitan Police Department, mutual passing is permitted on sidewalks under specific conditions, such as when signs allow bicycle sidewalk use or for elderly and disabled riders.

Data from Neo Marketing indicates that while awareness of the fine system is high at over 96%, 56.8% of cyclists still use sidewalks, primarily because 70.2% feel the roadways are too dangerous. Approximately 91.6% of cyclists expressed anxiety about riding on roads, citing narrow lanes and poor road conditions. Many respondents suggested that improving infrastructure, such as expanding dedicated bicycle lanes, should be prioritized over stricter enforcement of fines.
