Japan considers nursing care premium changes for elderly

Japan's Ministry of Health, Labour and Welfare is considering a plan to adjust nursing care insurance premiums for elderly citizens aged 65 or older, starting in fiscal 2027. The proposal, submitted to the Social Security Council, aims to address rising costs and inequities caused by inflation.

As public pension payments increase to reflect inflation, some low-income seniors are being pushed into higher income brackets, resulting in sharper increases in their nursing care insurance premiums. To mitigate this, the ministry plans to divide lower-income brackets into smaller categories to prevent sudden spikes in costs. Additionally, the ministry is considering raising the highest premium rate for individuals with annual incomes of 7.2 million yen or more.

The subcommittee is expected to reach a conclusion on these measures by the end of the year.
