Japan convenes expert panel to strengthen intelligence functions

The Japanese government has convened its first meeting of the expert panel on strengthening intelligence functions. The panel, consisting of 17 experts including Professor Emeritus Toshiya Watanabe of the University of Tokyo, aims to discuss enhancing the nation's intelligence capabilities to protect national interests and public safety amidst a complex international environment.

Key topics for the panel include establishing long-term guidelines for government information activities, creating legislation to prevent foreign espionage, and the potential establishment of a “National Intelligence Agency” (or Foreign Intelligence Agency). Prime Minister Takaichi emphasized that the creation of a National Intelligence Council and a National Intelligence Bureau is only the first step in a broader reform process.

Further objectives include developing a “National Intelligence Strategy” to outline long-term information activities and implementing measures to prevent undue interference from foreign powers. Discussions will span various fields, including international affairs, economic security, advanced science and technology, cyber security, and information dissemination.
