Japan economic policy faces scrutiny over market impact and advisor influence

The Japanese government’s “Honebuto no Hoshin” (Basic Policy on Economic and Fiscal Management and Reform) has faced significant scrutiny following market volatility and revelations regarding its drafting process. In July, the draft caused a “Honebuto shock,” characterized by a weakening yen and rising long-term interest rates, which reached levels not seen in approximately 30 years.

Market concerns centered on perceived threats to the Bank of Japan’s independence and fears of loosened fiscal discipline. While the government attempted to clarify that monetary policy remains the Bank’s prerogative, markets interpreted the policy direction as a signal for potential interest rate hikes.

Controversy has also emerged regarding the influence of external advisors. Economic Affairs Minister Minoru Jounai admitted to consulting with private commentators Yoichi Takahashi and Kazuo Aida during the drafting process. This admission has drawn criticism for a lack of transparency in policy formation and concerns that the policy may be overly influenced by advocates of aggressive fiscal spending and yen depreciation, potentially impacting household stability through inflation and rising mortgage rates.
