Japan educational security shifts to legal mandate under Local Autonomy Act

Upcoming amendments to the Enforcement Regulations of the Local Autonomy Act, set for July 2027, are shifting educational information security from voluntary guidelines to legal obligations. This regulatory change requires boards of education to implement mandatory measures regarding information asset management, cloud service usage, and vulnerability countermeasures.

In response, Microsoft Japan is hosting an online seminar on September 29, 2026, to discuss zero trust frameworks and digital transformation (DX) in schools. The session aims to help educators and local government officials prepare for the new requirements to ensure teachers can focus more on students.

Additionally, Hiroshima Textbook Sales (Kyo) has released on-demand seminar videos addressing the revision of educational information security policies. The training covers critical changes, such as the appointment of responsible officers and the classification of information assets, to assist schools and boards of education in building compliant security structures.
