Japan electoral districts face major redistricting due to vote disparity
Based on the finalized 2025 Census data, the Ministry of Internal Affairs and Communications has reported significant disparities in the value of a single vote across Japan's House of Representatives constituencies. Using Tottori 1st District—the smallest constituency in the prefecture with the lowest population—as a benchmark, 18 constituencies across 11 prefectures show a disparity of more than double.
In response, the House of Representatives Electoral District Boundary Commission is expected to review district boundaries to mitigate these gaps. This process will likely affect 13 prefectures where boundaries may be redrawn to address districts with disparities exceeding two times or falling below one time the benchmark.
Specifically, Ishikawa 3rd District, which has the lowest population among constituencies in prefectures with the smallest populations, is facing potential expansion. To meet population requirements, discussions may include incorporating parts of the neighboring Ishikawa 1st District, which covers Kanazawa. Such changes could significantly impact the electoral strategies of representatives in both districts.
