Japan Enacts Bitcoin FIEA Reform, Recognizing Crypto as Financial Product

On July 15, Japan passed a landmark amendment moving cryptocurrency oversight from the Payment Services Act to the Financial Instruments and Exchange Act (FIEA). The change formally classifies Bitcoin and other digital assets as financial products separate from securities and introduces insider‑trading bans and mandatory disclosure requirements for issuances. The law is slated to take effect within about a year of its official announcement, with practical implementation beginning in fiscal 2027.

Following the reform, Morgan Stanley’s E*TRADE division launched spot crypto trading on July 16, allowing its self‑directed brokerage clients—estimated at roughly 8.6 million households—to buy and sell Bitcoin, Ethereum and Solana through a standard securities account rather than a dedicated crypto exchange. The move aims to reduce custody friction for retail investors and integrate digital assets into mainstream brokerage platforms.

The Linux Foundation also announced the formation of the x402 Foundation, an open‑HTTP payment standard for AI agents, with Ripple named as a premier member. While ancillary to the Japanese legislation, the initiative highlights broader industry interest in infrastructure for autonomous micro‑payments.
