Japan establishes appropriate cost standards for freight transport

Japan's Ministry of Land, Infrastructure, Transport and Tourism is conducting expert committee meetings to establish “appropriate costs” for the freight transport industry. This follows an amendment to the Motor Truck Transportation Business Act, which mandates that freight rates must not fall below these established appropriate costs.

During the second meeting held on August 26, 2026, the committee heard from various stakeholders, including the Japan Trucking Association, labor unions, the Japan Chamber of Commerce and Industry, and agricultural and publishing organizations. Key discussion points include the relationship between appropriate costs and actual freight rates, handling of charges for waiting and loading/unloading, fuel price fluctuations, and necessary investments for business continuity.

The implementation of these cost standards and the new freight transport business permit renewal system is expected to begin within three years of the law's promulgation, though a specific start date has not yet been determined. The new regulations are expected to significantly impact negotiations between shippers and transport companies, as appropriate costs will serve as a new baseline for freight rate discussions.
