Japan expands STEM education to address technical talent shortages

Japan's Ministry of Education, Culture, Sports, Science and Technology (MEXT) is moving to strengthen the role of technical colleges (Kosen) as hubs for regional industry and advanced human resource development. The initiative aims to address shortages in science, technology, and digital talent through three pillars: quantitative expansion, qualitative improvement of education, and ensuring international recognition of graduates. Plans include promoting the establishment of new public and private technical colleges, expanding into new fields like agriculture and content creation, and improving facilities through increased subsidies.

To improve international mobility, the ministry is considering legal frameworks to allow technical college graduates to receive full degrees, as the current ‘associate degree’ status is often misunderstood abroad, hindering employment and visa processes.

Simultaneously, 11 major private universities in the Tokyo and Kansai regions are planning to expand their science and engineering programs to combat a projected shortage of 1.24 million STEM professionals by 2040. These institutions, including Waseda, Keio, Sophia, and Meiji, are considering increasing science department capacities and introducing liberal arts-science integrated education. Many are looking to utilize MEXT’s ‘Growth Field Transformation Fund,’ which provides up to 4 billion yen per school to support the transition toward high-growth sectors like semiconductors and artificial intelligence.
