Japan explores new film financing models to replace production committees
The Japanese film industry is investigating alternative financing models to address the limitations of the traditional production committee system. While the existing model spreads risk among multiple companies, experts note it can restrict budgets, complicate international investment, and slow decision-making due to the requirement for consensus among various rights holders.
During a panel at the Tokyo International Film Festival’s TIFFCOM market, industry leaders discussed the potential of film funds to alleviate these constraints. One prominent example is the K2P Film Fund I, which closed in February with approximately JPY5 billion ($32 million). Operating as a blind pool, the fund aims to support roughly 50 films over a seven-year period, with backing from institutions such as MUFG and the Development Bank of Japan.
Key challenges identified include ensuring fair revenue returns for creators from streaming services and expanding business models beyond traditional distribution. The discussion also compared Japanese structures to those in the United States and South Korea, specifically regarding the use of presales and completion guarantees to secure bank loans.
