Japan explores support for foreign workers in social and care sectors

As the number of foreign residents in Japan increases, local governments and experts are focusing on improving integration and professional support for immigrant workers. In Matsumoto City, Nagano Prefecture, a new initiative launched in August 2026 provides Japanese language training specifically tailored for foreign caregivers. The program, managed by Marunouchi Business College, combines online lessons with in-person interaction to help workers master specialized terminology and communication skills necessary for elderly care.

Beyond local language support, discussions are emerging regarding the strategic use of foreign-born or second-generation residents in public service roles. Drawing parallels to the United Kingdom, where ethnic minorities hold significant positions in the NHS, police, and immigration services, proponents suggest that utilizing bilingual and bicultural staff could streamline interactions in airports, security, and tax administration. Such a model aims to leverage cultural understanding to resolve disputes and improve service efficiency in an increasingly diverse society.
