Japan faces AI divide between hardware export success and slow domestic adoption

Japan is experiencing a significant divide between its success in the AI hardware supply chain and its domestic adoption of AI technologies. While Japanese semiconductor equipment manufacturers and high-end material suppliers are seeing record exports due to the global expansion of AI data centers, domestic companies are lagging. Reports indicate that over 80% of Japanese firms use AI only in limited capacities or have not implemented it at all, with only about 16% achieving company-wide integration.

Obstacles to domestic adoption include rigid organizational cultures, information silos, and a shortage of high-level digital talent. Many firms continue to rely on traditional decision-making processes and paper-based workflows, which hinders the integration of AI into business operations. To combat these issues and address a shrinking workforce, the government is exploring tax incentives and procurement strategies to encourage investment in domestic AI software infrastructure and digital retraining.

In contrast to the slow software adoption, Japan remains a critical player in the global AI infrastructure. Companies like Kioxia have seen massive growth, with stock prices surging significantly amid the AI boom. Furthermore, Japanese firms hold essential positions in the supply chains for major players like Nvidia and TSMC, providing the indispensable materials and equipment required for advanced AI chip manufacturing.
