Japan implements new land-use requirements for grid connections
Japan has implemented new regulations for energy projects seeking to connect to the electrical grid. Under rules coordinated by the Organization for Cross-regional Coordination of Transmission Operators (OCCTO) and the Ministry of Economy, Trade and Industry (METI), projects must now prove they have legal rights to use the land for their project sites.
Effective October 1, any connection contract applications submitted after this date require companies to present official land-use documentation within two months. Failure to provide these documents within the specified timeframe will result in the immediate cancellation of the grid connection reservation.
The regulatory shift aims to address an artificial inflation in the project queue. While approximately 172 GW of grid-scale battery capacity was under connection review as of late 2025, the actual capacity physically connected to the grid was only 0.64 GW. This discrepancy suggests many projects were reserving grid capacity without securing land or financing.
In addition to the land-use requirement, Japan introduced regional limits on the number of battery connection review applications a company can submit, with limits ranging from 5 to 12 per region depending on the area.
