Japan local government employees to see wage and bonus increases

Personnel commissions in eight Japanese prefectures have recommended increases to monthly salaries and bonuses for local government administrative staff. According to reports from October 2026, these recommendations aim to narrow the pay gap between public and private sectors.

In specific regions, annual average salaries for administrative roles are projected to rise by up to 245,000 yen in Kumamoto and 244,000 yen in Niigata. Bonus payments (term-end and diligence allowances) are set to increase by 0.05 months annually, moving from 4.65 months to 4.70 months in seven prefectures, while Tottori Prefecture will see an increase from 4.45 to 4.50 months.

Separately, Ministry of Health, Labour and Welfare data for August 2026 shows a rise in nominal wages across various employment types. For businesses with five or more employees, total cash earnings rose by 3.9 percent, while general workers saw a 4.0 percent increase. Real wages, adjusted for the consumer price index, showed a slight increase of 1.6 percent.
