Japan Meteorological Agency issues false magnitude 9.9 earthquake warning

The Japan Meteorological Agency (JMA) issued an erroneous earthquake early warning for a magnitude 9.9 seismic event near the Kuril Islands on October 16, 2026. The alert triggered emergency alarms on millions of mobile devices and caused temporary disruptions to public transportation, including the suspension of Shinkansen bullet trains and Sapporo trams.

The JMA retracted the warning within minutes, clarifying that the actual earthquake was a magnitude 6.9 event located near the Kamchatka Peninsula in Russia at a depth of 160 kilometers. The agency attributed the error to a technical anomaly in calculating the epicenter, noting that the system incorrectly assumed the epicenter was approximately 680 kilometers further from Japan than its actual location. This error occurred because a function designed to exclude observation points more than 700km from an epicenter failed to operate correctly.

JMA official Shinya Tsukada issued a formal apology for the distress and inconvenience caused. Additionally, NTT Docomo reported a system malfunction that prevented the delivery of emergency area mail alerts to users in several regions, including Hokkaido and Kanto, during the incident. Authorities have ruled out the possibility of a cyberattack.
