Japan minimum wage discussions show regional divergence

Minimum wage discussions in Japan are progressing with varying results across different regions. In Hokkaido, the regional minimum wage council has recommended increasing the hourly rate from 1,075 yen to 1,131 yen, a 56 yen rise. This change is expected to take effect on October 1. The increase aligns with broader national goals to reach an average of 1,500 yen by the early 2030s.

In the construction sector, efforts are being made to link wages to skill levels through the Construction Career Up System (CCUS). To support small and medium-sized enterprises, subsidies are available for companies that implement wage increases based on skill evaluations.

Conversely, negotiations in Kagoshima remain deadlocked. After five rounds of discussions, labor and management representatives have failed to reach an agreement. While the Ministry of Health, Labour and Welfare suggested a 56 yen increase, labor representatives are seeking a 74 yen hike, while employers maintain that a 56 yen increase is already a difficult decision. The next meeting is scheduled for August 26.
