The Japanese government signed an agreement in Brussels to become an associated country of the European Union’s Horizon Europe research and innovation programme. The deal, concluded after negotiations in December 2025, allows Japanese researchers, universities and companies to participate on equal terms with EU member states, lead international consortia and receive EU funding. Full association takes effect on 30 July 2026, making Japan – with a population of 123 million – the most populous nation among the 23 associate members.

Horizon Europe runs from 2021 to 2027 with a total budget of €93.5 billion; Pillar II, which Japan joins, is allocated €52.4 billion for projects on digital transition, health and climate‑neutral technologies. Japan will also contribute financially to the programme’s budget. The association is presented as a key step in the EU‑Japan Strategic Partnership, reinforcing scientific excellence and open, rules‑based cooperation.

Takashi Hamada, charge d’affaires ad interim of the Mission of Japan to the EU, said the agreement will “promote joint research and strengthen exchanges among outstanding researchers.” EU Commissioner for Start‑ups, Research and Innovation Ekaterina Zaharieva called the move “a new chapter for a growing global research community.”
