Japan plans income-linked benefits for 2029
The Japanese government is considering a plan to introduce income-linked cash benefits for low-to-middle income households starting in the spring of 2029. This move is intended to provide seamless support following the conclusion of a two-year period of reduced consumption tax on food and beverages, which is set to return from 1% to 8%.
By advancing the timing of these benefits from the originally anticipated autumn of 2029 to the spring, the government aims to prevent a gap in household support caused by rising prices. The strategy also seeks to mitigate the perceived burden of the effective tax increase to ensure a smooth transition back to standard rates.
In relation to the 2027 fiscal year budget requests, discussions have emerged regarding the Takaichi administration's approach to proactive fiscal policy. While some analysts have raised concerns regarding rising long-term interest rates and investment spending, others suggest that increased investment requests are a natural result of adjusting social discount rates to correct previous underinvestment.
