Japan to expand language support for foreign children

The Japanese government is expected to increase support for beginner-level Japanese language programs for children arriving from abroad. This move responds to a growing foreign population and the resulting demand for specialized education.

A report by an expert panel for the Ministry of Education, Culture, Sports, Science and Technology (MEXT) suggests the central government should take a "lead role" in raising national education standards for foreign children. Proposed initiatives include creating "pre-class" Japanese language models and establishing instructional guidelines.

As of May 2025, data shows that 84,759 students in public elementary, junior high, and high schools require Japanese language instruction, many of whom are foreign nationals. The report noted that "the number of foreign students is increasing at a speed that is difficult to keep up with."

MEXT aims for these programs to assist children in adapting to Japanese culture and school life. In Yokohama, the Himawari facility in Naka District serves as a model, offering 12-day programs that include language lessons and practical school customs, such as classroom cleaning. Masumi Kanazawa, head of Himawari, stated the goal is to help children master basic language skills before transitioning their ongoing support to regular schools.
