Japan to implement new guidelines for reuse industry

Japan's Environment Ministry plans to establish new guidelines in fiscal 2027 to foster a reliable reuse industry. The initiative aims to protect consumers from malicious businesses that engage in problematic practices, such as making unsolicited home visits to buy used goods or charging high fees after advertising free collection services.

An expert panel will discuss the guidelines, which are expected to outline necessary measures for reuse companies and flea market app operators. These measures include avoiding misleading advertisements and ensuring item quality checks. The ministry is also considering a system to recognize and support reputable business operators.

The Japanese government aims to expand the reuse market from an estimated ¥3.5 trillion in 2024 to ¥4.6 trillion by 2030. The long-term goal is to establish a safe and reliable market by 2040.
