Japan to launch Disaster Management Agency on November 2

Japan is set to establish the Disaster Management Agency on November 2, transitioning from the current disaster management division within the Cabinet Office to an independent agency. The new organization aims to serve as a central command center for both proactive disaster prevention and emergency response coordination.

The agency will see a significant increase in resources, with requested staffing rising from 220 to 352 members and the budget expanding from 21.8 billion yen to a requested 65.2 billion yen. A key new power is the authority to issue recommendations to other ministries. This is intended to overcome bureaucratic silos, such as the current fragmentation between the Ministry of Education, Ministry of Land, Infrastructure, Transport and Tourism, and the Ministry of Health, Labour and Welfare regarding shelter management, logistics, and medical care.

To support local governments, the agency plans to deploy “Furusato Disaster Management Staff,” professionals with specialized experience who will assist municipalities with both preparedness and immediate post-disaster response. Additionally, the government is considering the establishment of a Disaster Management College to foster long-term expertise and provide training for the public and private sectors.
