Japan to launch hometown resident registration system
The Ministry of Internal Affairs and Communications is preparing to launch a “hometown resident registration system” (ふるさと住民登録制度) by fiscal year 2026. The initiative aims to foster deeper connections between urban residents and regional areas to combat population decline and labor shortages.
The system features a two-tier structure. “Basic registration” allows individuals to receive local information and participate in community activities via a dedicated app. “Premium registration” requires identity verification through My Number cards and participation in local activities at least three times a year. Premium members may receive benefits such as travel and accommodation subsidies, community event invitations, and discounts at local shops.
While the system seeks to transform casual tourists into active community contributors, some observers note potential challenges. These include increased administrative burdens for local governments regarding subsidy management and the question of whether such engagement can provide significant economic or tax benefits compared to existing programs like “hometown tax” (ふるさと納税).
