Japan to lower residential road speed limits to 30 km/h

Starting September 1, Japan will implement a significant amendment to the Road Traffic Act, lowering the statutory speed limit on residential “living roads” from 60 km/h to 30 km/h. This change primarily affects narrow roads, such as those under 5.5 meters wide, that lack a center line or median strip. The measure aims to reduce pedestrian and cyclist fatalities, as data shows the risk of death increases sharply when vehicle speeds exceed 30 km/h.

While the new limit applies broadly, existing speed limit signs take precedence. Police departments across Japan are conducting awareness campaigns to inform drivers, as many remain unaware of the upcoming change. Some concerns have been raised by delivery professionals regarding the impact on logistics and time-sensitive schedules.

In a separate but related trend toward increased urban road safety, Bellevue, Washington, has begun reducing speed limits on local streets from 25 mph to 20 mph. This initiative, part of the “Vision Zero” program, involves installing hundreds of new signs and updating road markings to reduce speeding and prevent traffic fatalities.
