Japan to tighten permanent residency rules starting April 2027
Japan’s Immigration Services Agency has revised its guidelines for permanent residency (PR), with most new regulations set to apply to applications filed on or after April 1, 2027. The updated rules aim to tighten the screening process for foreign residents seeking long-term stability in the country.
Key changes include stricter requirements regarding Japanese language proficiency, income, and pension contributions. Specifically, applicants may be expected to demonstrate Japanese language skills at approximately a B1 level or higher, based on the Framework of Reference for Japanese-Language Education. The review process will also place greater emphasis on time spent outside of Japan, family circumstances, and current residence status.
Discussions among foreign residents highlight concerns regarding the difficulty of maintaining or obtaining residency under these new standards, particularly for those planning to move abroad temporarily or for family members of existing permanent residents.
