Japanese bathhouses seek price cap increases amid rising costs

Public bathhouses (sento) in Japan are facing significant financial pressure due to rising fuel, labor, and commodity costs. Because of post-war price control laws, bathhouse operators cannot freely set their own prices; instead, prefectural governors set a maximum allowable fee. This regulatory framework, originally designed to curb inflation after World War II, remains the only service subject to such price caps.

In Shiga Prefecture, a council has recommended raising the adult bathing fee from 460 yen to 550 yen, effective October 1, to ensure business survival. Similarly, in Tochigi Prefecture, a council has recommended a 90-yen increase to a 550-yen cap to account for rising energy and personnel expenses.

Despite these economic struggles, sento continue to serve vital roles as community hubs and public health infrastructure. In Kyoto, the city has introduced measures to make bathing free for elementary school students when accompanied by an adult to encourage social interaction. In Osaka, some bathhouses are hosting unique community events to foster local engagement and maintain relevance in a changing social landscape.
