Several Japanese municipalities are launching digital premium gift certificate programs to stimulate local spending.
Hamura City will offer PayPay digital gift certificates starting in late 2026. The program allows residents to purchase 6,500 yen worth of credit for 5,000 yen per unit. While the first round of sales is restricted to residents aged 18 and older, a second round starting in December 2026 will be open to all residents of Japan. Residents can purchase up to 20 units, providing a maximum benefit of 30,000 yen.
Kitakyushu City is conducting a second round of recruitment for its 'Paycha' digital gift certificates, beginning October 22, 2026. The program offers a 20% premium, where 5,000 yen can be used to purchase 6,000 yen in credit. Participants can apply for up to 10 units, totaling 60,000 yen in value. The second round is open to both new applicants and previous participants, with priority given to Kitakyushu residents in the event of high demand.
