Japanese municipalities adopt “non-writing” service counters

Japanese municipalities are exploring or implementing “non-writing service counters” to streamline administrative procedures and reduce the burden on both citizens and staff.

In Joetsu City, Mayor Junichi Kosuge announced during a city council meeting that the city is considering the introduction of these counters. The initiative aims to address concerns from elderly and disabled residents regarding the repetitive nature of handwritten applications. Additionally, the move is expected to improve efficiency for city employees by reducing the time required to transcribe information from paper forms into digital systems.

Meanwhile, Yonote City has announced an organizational restructuring effective October 1. The city will establish a Citizen Service Division and a Welfare General Service Section within the Health and Welfare Department. This reorganization is intended to consolidate window operations in preparation for the launch of its own “non-writing service counters” scheduled for February next year.
