Japanese municipalities implement measures to promote youth settlement

Local governments in Japan are introducing various initiatives to combat population decline by encouraging youth settlement and the revitalization of residential areas.

In Joetsu City, two neighborhood associations in the Naoetsu district, Akebono and Arakawacho, have been certified as “Downtown Residential Promotion Districts.” This designation allows the communities to utilize municipal subsidies to improve living environments and repurpose vacant houses and shops. The Akebono association aims to attract new residents by maintaining local landscapes, while the Arakawacho association is working with real estate advisors to consolidate vacant properties into new housing with parking to support younger generations.

Meanwhile, Nagatoro Town has announced the sale of three residential plots in the Nakano Kami area specifically to promote youth settlement. Applicants must meet certain criteria, including the intent to reside permanently in the town and a requirement to begin construction within three years of land handover. In cases of high demand, priority will be given to those supporting dependents under the age of 15.
