Japanese municipalities reduce city hall hours to promote work-style reform
Several Japanese municipalities are implementing measures to reduce administrative costs and promote work-style reforms by shortening city hall service hours.
In Zentsuji, service hours at the main city hall will be reduced to 9:00–16:00 starting October 1. The city aims to improve service quality through digital alternatives, including expanded online applications, reservation systems, and convenience store document issuance.
In Fukuoka Prefecture, Chikugo and Omuta are also initiating trials. Chikugo will begin a one-year trial in October, adjusting hours to 9:00–16:30. Omuta plans a trial starting January 2027, with hours shifting to 9:00–16:00. Omuta estimates these reforms could reduce annual costs by approximately 30 million yen. Both cities are emphasizing the use of digital services, such as cashless payments and online procedures, to minimize the need for in-person visits.
