Japan's Financial Services Agency launches dedicated crypto and stablecoin regulatory division

Japan’s Financial Services Agency (FSA) will establish a Crypto Assets and Stablecoins Division on August 7, consolidating previously scattered crypto oversight into a single supervisory unit. The new division, placed under the Asset Management and Insurance Supervision Bureau, will comprise three specialized offices – Crypto Asset Monitoring, Innovation Promotion, and Digital Payment Planning – to oversee licensed exchanges, foster fintech innovation, and guide digital‑payment policy.

The restructuring fulfills a promise made by Finance Minister Satsuki Katayama in December 2025 and is part of a broader reform agenda that includes reclassifying digital assets as financial instruments, cutting taxes on crypto transactions, and potentially approving a Bitcoin exchange‑traded fund. By giving the sector a full‑departmental status, Japan aims to strengthen enforcement, improve regulatory clarity, and keep pace with rapid financial digitalisation.
