Japan's national museums face new mid-term goals and funding shifts

In February 2026, Japan's Ministry of Education, Culture, Sports, Science and Technology released the next set of ‘mid-term goals’ for national museums, art museums, and the National Museum of Nature and Science. These institutions, which operate as independent administrative agencies, have been subject to these five-year goal cycles since 2001.

The new goals direct these agencies to increase self-generated income and reduce reliance on government operational grants. Historically, government subsidies have accounted for approximately 70% to 80% of their total funding.

Museology expert Toru Sasaki criticizes the current framework, noting that evaluation methods have failed to evolve. He argues that relying on superficial quantitative metrics, such as library usage numbers or exhibition reservation rates, fails to capture the true qualitative value of these institutions. Furthermore, he suggests that discussions regarding the diversification of revenue streams—modeled after the American system of balancing government funds, donations, endowments, and business income—remain insufficient in the Japanese context.
