Japan's New Defense White Paper Signals Strategic Shift Amid China Tensions

Japan’s upcoming Defense White Paper will assess China’s expanding “comprehensive national power,” highlighting not only military modernization but also economic, technological, and cyber capabilities. The document is expected to justify a defence budget rise to roughly 2% of GDP by 2027 and to outline a broader security doctrine that moves beyond mere troop monitoring.

Analysts say the paper marks a move toward greater strategic autonomy for Tokyo. Initiatives such as the POWERR Asia energy network, a 2024 Japan‑Philippines reciprocal access agreement, and deeper operational cooperation with Australia and South Korea aim to build a regional security architecture that can operate with reduced reliance on the United States. The shift is framed as a response to a “multidimensional competition” in the Indo‑Pacific, signalling Japan’s intent to influence the region beyond conventional military means.
