Japan's Topix Index to Remove Over 600 Small‑Cap Companies

Japan’s flagship Topix benchmark is set for its largest reconstitution on record, with analysts estimating that more than 600 firms—about a third of the index—will be phased out. Under new eligibility rules, companies ranking in the bottom 3 % of free‑float market capitalisation among Tokyo Stock Exchange‑listed firms as of August will be removed, with the process beginning in October and extending over a two‑year window.

The overhaul responds to long‑standing investor criticism that Topix includes too many small, illiquid stocks, raising replication costs for passive funds that track the roughly US$1 trillion index. Companies facing removal may take defensive actions such as share buybacks or dividend hikes, while investors are already shorting expected out‑liers, creating potential for short‑covering if market caps shift. The gradual phase‑in is expected to temper market disruption but could pressure share prices and liquidity for affected small‑cap issuers.
