Jason Clare seeks to protect university student cap legislation

Australian Education Minister Jason Clare has called for legislation regarding university student caps to be ‘future-proofed’ against potential interference from a future One Nation government. Speaking at the Australian Financial Review’s Higher Education summit, Clare expressed concern that the powers granted under the current bill could be misused by different political parties.

The legislation, known as managed growth funding, centralizes student allocations to universities. Critics argue the policy will cause ATAR scores to rise and force students away from major institutions in Sydney and Melbourne. Recent reports indicate the University of New South Wales had to turn away approximately 1,000 prospective students, while Macquarie University rejected domestic students for the first time in 15 years.

Higher education expert Andrew Norton warned that the current framework allows a minister significant discretionary power, suggesting that safeguards are needed to prevent political misuse of the policy, such as targeting specific course content.
