Jay Clayton begins restructuring Office of the Director of National Intelligence

Jay Clayton, the new Director of National Intelligence, has initiated a series of reforms to return the agency to its traditional coordinating functions following a period of upheaval. Since taking office nearly three months ago, Clayton has halted several construction projects he deemed wasteful or non-essential to the agency's mission, including a plan to replace the office of the official responsible for the president’s daily intelligence briefing with a private dining room and a proposed firing range at the Liberty Crossing headquarters in Virginia.

Clayton has also dismantled the Director’s Initiatives Group, an organization established under his predecessor, Tulsi Gabbard, which focused on declassifying and releasing intelligence files. While Clayton is reverting the office toward its historical role of coordinating intelligence analysis across various agencies, he has not abandoned all previous directions, such as investigations into election vulnerabilities.

These changes follow the departure of Tulsi Gabbard in June and an interim period led by Bill Pulte. Officials note that while some projects, such as a newly completed small museum, remain, Clayton’s primary focus has been on restoring standard congressional briefings and refocusing the agency's resources.
