Jeonnam-Gwangju proposes full rural basic income by 2027

Min Hyung-bae, the Mayor of Jeonnam-Gwangju Integrated Special City, has proposed the full implementation of a rural basic income program by 2027. The initiative aims to address population decline by providing monthly payments to residents in rural areas. Currently, the program is a pilot project in four counties—Gokseong, Sinan, Gurye, and Boseong—where residents receive 150,000 KRW per month in local currency.

However, significant debate has emerged regarding regional disparities. Critics, including the Jinbo Party and local farming associations, argue that the current plan excludes many rural areas within cities like Suncheon, Yeosu, and Mokpo, leading to a sense of deprivation among farmers. There are also concerns that areas not included in government pilot programs may receive significantly lower amounts, such as 75,000 KRW, compared to the 150,000 KRW provided to pilot regions.

In response to these discussions, Haenam County is moving forward with local legislation. Council member Lee Seong-ok has introduced an ordinance to support sustainable basic income for Haenam residents. The proposal suggests utilizing integration incentives and various revenue streams, such as renewable energy profits, to fund the program. While the Mayor intends to use integration incentives to bridge the gap before a potential nationwide expansion in 2028, the exact funding ratios between national, regional, and local governments remain under negotiation.
