Jhony Raphaël resigns as director of Haiti's CAS
Jhony Raphaël has resigned as the director of Haiti’s Caisse d’Assistance Sociale (CAS). In a letter dated September 29, 2026, addressed to the Minister of Social Affairs and Labor, Marc Eli Nelson, Raphaël stated his decision followed “long and deep reflections.”
Raphaël cited “repeated situations of impositions” that had reportedly disrupted the operational climate of the CAS since March 2026, though he did not specify the exact nature of these impositions. A copy of the resignation was also sent to Prime Minister Alix Didier Fils-Aimé.
Raphaël assumed leadership of the CAS in September 2025. His tenure was marked by internal tensions and employee concerns regarding management and delays in payments to beneficiaries and contractors. The Ministry of Social Affairs and Labor has not yet announced a successor.
