Peru electoral authorities prepare for October 4 regional and municipal elections

As Peru prepares for the Regional and Municipal Elections on October 4, 2026, electoral authorities are addressing security concerns and legal controversies. The National Jury of Elections (JNE) has reported approximately 83 cases of threats, extortion, and attacks against candidates. In response, JNE President Roberto Burneo has requested security measures from the Executive Branch and the Ministry of the Interior to ensure a fair process.

Legal uncertainty surrounds Rafael López Aliaga, who is running as the first councilman for Lima. The JNE is currently in permanent session to determine if he could legally assume the mayoralty if his list wins, given constitutional prohibitions on immediate reelection. Burneo stated that the decision rests with the JNE Plenary and will be communicated through official channels.

To ensure order, the National Office of Electoral Processes (ONPE) has coordinated with the Armed Forces and the National Police. The police will manage external security and electoral material transport, while the military will provide internal security within polling stations. Additionally, a 48-hour 'dry law' prohibiting alcohol sales will be in effect from 8:00 a.m. Saturday, October 3, until 8:00 a.m. Monday, October 5. ONPE also reminded voters that photography inside voting booths is strictly prohibited.
