Joaquín De la Torre proposes federalizing Buenos Aires Conurbano districts

Joaquín De la Torre, former mayor of San Miguel and former provincial senator, has proposed a plan to separate the Conurbano region from the Province of Buenos Aires by converting its municipalities into federal districts.

The initiative aims to eliminate the provincial government's intermediation in the metropolitan area. Under this scheme, the administrative structure would shift to only two levels of government: municipal and national. While municipalities would retain their local mayors and councils, they would relate directly to the national government instead of the provincial executive and legislature.

While the original concept focused on the 24 traditional municipalities of the Conurbano, recent versions of the proposal expand the scope to 27 districts, including Pilar, Escobar, and General Rodríguez. The plan suggests that the national government would take responsibility for funding essential services, such as teacher salaries and security forces, within these federalized territories.
