João Pessoa Seplan reports 13% rise in Habite‑se certifications in first half of 2024

The Secretariat of Planning (Seplan) of João Pessoa’s municipal government issued 7,562 Habite‑se certificates in the first six months of 2024, marking a 13.8% increase over the same period in 2023 (6,643). The same period saw a 6.23% rise in construction alvarás, from 1,236 to 1,313.

Monthly averages also grew: Habite‑se certificates rose to 1,260 per month (up 20%) and alvarás to 218 per month (up 42%). To cope with the surge, Seplan expanded its staff by 23% for analysts and 33% for reviewers and added more field inspectors. Since 2022, applications have been processed online through the Aprova portal, which the agency credits for speeding up service delivery. The figures reflect a broader expansion of construction activity in João Pessoa and the municipality’s effort to streamline permitting processes.
