Jorge Cálix argues El Salvador security model cannot be replicated in Honduras

Jorge Cálix, leader of the Liberal Party parliamentary group in Honduras, has stated that the security model implemented in El Salvador cannot be directly replicated in Honduras due to differing criminal landscapes. He noted that while El Salvador deals with gangs concentrated in specific cities, Honduras faces a more widespread distribution of criminal groups alongside significant drug trafficking activity.

Cálix emphasized that effective security depends on the strict enforcement of existing laws rather than just passing new legislation. He argued that the justice system requires structural reform and better coordination between the Executive branch, the Public Ministry, and the Supreme Court of Justice. He specifically highlighted that laws against gangs and terrorist organizations are ineffective if prosecutors and judges do not apply them rigorously.

Regarding the prison system, Cálix expressed concern that correctional facilities must not serve as hubs for continued criminal activity. He also touched upon electoral reforms, suggesting that priority should be given to constitutional changes, such as the implementation of a second-round voting system.
