Jorge Tuto Quiroga proposes Bolivian constitutional reform

Jorge “Tuto” Quiroga, leader of the Libre alliance, has announced plans to present a partial reform of Bolivia’s Political Constitution of the State to the Legislative Assembly. The proposal aims to attract foreign investment by providing legal security and establishing international arbitration mechanisms for disputes between the state and foreign companies.

Quiroga warned that without these structural changes, Bolivia faces a severe energy crisis. He cited current shortages in diesel and gasoline as precursors to potential shortages in Liquefied Petroleum Gas (LPG), electricity, and natural gas. He noted that such a crisis would impact both households and industrial sectors, including manufacturing hubs in Cochabamba, Santa Cruz, Sucre, and El Alto.

The reform initiative also seeks to address the country’s economic instability, specifically the shortage of US dollars, and aims to reactivate strategic sectors such as hydrocarbons, mining, and lithium. Additionally, Quiroga’s platform includes proposals for judicial reform and increased decentralization to reduce centralism.
